I can tell you with confidence that the decentralization of health delivery systems is actually taking effect here. Currently, there is no chiefdom in Bombali district without a health centre. The Health Ministry is really doing well and we are proud of them!

Improved Health Care Systems In Bombali District
The recent adoption of community based approaches to and decentralization of health care delivery services nationwide by the Ministry of Health and Sanitation in Sierra Leone is yielding remarkable dividend, especially in vulnerable and resource constrained settings in rural and remote chiefdoms where health services even for minor illnesses had been completely non-existent.

THE 2005 ANNUAL REPORT FROM THE DISTRICT MEDICAL OFFICER FOR BOMBALI DISTRICT
EXTRACT:... Before the war, there were 82 functional PHUs within the district. Each of these suffered varying degrees of damages during the looting, vandalism and wanton destruction that characterized the era of the war. It is very apparent that the health care delivery system declined from its routine functional status. Consequently, health indicators for the district during the post war situation assumed very unacceptable limits. This is a private hospital owned by a local NGO, the Swizz-Sierra Leone Development Foundation, headed by a philanthropist, Harald Pfeiffer. It was established on January 12, 2006. It was piloted as a polyclinic in August 2004.

This health post was constructed by the Catholic in the early 60s. Later, Government took over under Primary Health Care. Treatment was free, but now on cost-recovery basis. It however remains free for school children and other vulnerable groups.

We have seven referral centres in our chiefdom. The Community Health Centre in the chiefdom headquarter town of Binkolo serves as the main referral centre.

I have served this hospital since 2001. By then, it was in a terrible state. There was not a single nurse and the structures were badly damaged and vandalized. Drug, medical supplies and consumables were scarce too.

Interview with David K. Kargbo, Engineer and Ben Lahai, Site Supervisor, International Procurement and Construction Services (IPCS) Co. Ltd, May 2006
This project was awarded to us by The Ministry of Health and Sanitation with funding from the International Development Fund/World Bank. It started on June 15, 2005 and is scheduled to be completed on June 15, 2006. It may however have to take a little longer to complete due to the changing nature of the work as it progresses, but will be completed within the next few months.
