My name is Doctor Kai Moses Kpakiwa. I went to Fourah Bay College in 1971 and graduated with a B.A Degree in 1975. I taught at the Njala University Secondary School until 1978. My first appointment in the Ministry was as a temporary Officer in 1978.
I was made an Assistant Secretary within the Ministry in 1978 also. I became the Assistant District Officer for Bonthe in 1980. I also held this post in Pujehun District until 1984 when I was appointed the District Officer in Kambia.
I also held this position in the Koinadugu District in 1985 and left in 1987 to take up the appointment as Senior Assistant Secretary, Ministry of Internal Affairs.
In 1989, I was appointed as the Senior District in Port Loko. I have also held the post of Provincial Secretary in both the Northern and Eastern Provinces. I became the Acting Permanent Secretary, State House, Freetown. In 1998, I became the Permanent Secretary in the Ministry of Mineral Resources.
In 2000, I obtained a Post Graduate Diploma in Public Administration. I obtained a Masters in the same discipline in 2005 from the Saint Clements University, South Australia.
As a requirement for masters, I wrote a thesis on the topic “Provincial Administration in Sierra Leone: Issues and Challenges”. The University deemed this as being exceptional and as result, I was awarded a Doctor of Letters degree in 2005 also.
In 2004, I was appointed as the Executive Secretary of the National Electoral Commission. I left to take appointment as the Senior Permanent Secretary of the Ministry of Local Government and Community Debvelop0ment in 2005.
I was made the Director General, Management Services, Ministry of Health in early 2006.
As the Administrative Head of the Ministry of Health and Sanitation, I play the role of the middle man between the Ministry, the civil servants and the general public.
I am the channel through which all correspondences coming into and leaving the Ministry passes. The work that comes with a position such as mine is rather demanding and it is for this reason that I usually concentrate on policy matters and delegate responsibilities to other staff.
My other duties include being the principal adviser to the Minister. I also handle all matters relating to Cabinet.
As the unit is getting the full support from Government, I hope that with the passage of time, the overall conditions of service within the Ministry will improve so that health care could be delivered to the people of this country.
