Terms of Reference for Country Advisor to support the development of the health information system of Sierra Leone

Background
The Health Metrics Network and the Ministry of Health and Sanitation have worked in collaboration with key stakeholders to complete an assessment of the country’s health information system and subsequently to develop a 10-year strategic plan. Some of the key elements of the plan include: the development of an integrated data warehouse, which pools data at district level from multiple routine sources; the coordination of nationally representative household and health facility surveys to periodically generate valid measurements of key statistics; and the building of capacity of the monitoring and evaluation officers in each of the districts.
To support this process, the Health Metrics Network and the Ministry of Health and Sanitation are inviting expressions of interest from suitably qualified individuals for the position of Country Advisor.
Duty Station
The duty station for the advisor will be in the office of the Ministry of Health and Sanitation. The advisor will however liaise closely with the Health Metrics Network and with other key stakeholders in Sierra Leone’s health information system.
Key responsibilities
¨ support coordination of various stakeholders in the country's information system;
¨ help them to develop and begin implementation of a work plan; and
¨ provide specific support for development of a system for integrating the management of health information
Qualifications and Experience:
¨ University degree (masters or more advanced degree desirable) in information technology, business, public administration or a related field;
¨ Expertise and experience in systems analysis for development of software for data management;
¨ Knowledge of public health;
¨ Strong skills and experience in facilitating the coordination of diverse organizations;
¨ Minimum of three years of senior level experience with project management;
¨ Excellent skills in written and spoken English.
Salary and terms of employment:
¨ Six month contract extending from July to December 2007;
¨ The salary and terms of employment are attractive, negotiable, and based on qualifications and experience
